Can anyone recommend a road trip route for relatively beginner level kiting? Looking at 30 days in April departing from Melbourne.

Option 1: up to Whitsundays

Option 2: up to Perth

Which would have a combination of wind in April and best spots?

Having lived there during that time i would say go for whitsundays. If the weather is looking good by then, Airlie is battered to hell at the moment.

Cant say much about wind ranges, i remember all my mates were bummed cause the wind is so wishy washy around there. But if you dont get wind then theres millions of other wicked things to do. Perth might get more winds but on the odd chance its off shore or crap, the nightlife sucks, teh daylife sucks, Id say whitsundays are ur best bet, but im biased cause i love them so much.

April's really getting to the end of the season in WA mate, quite possible that most days won't be worth a damn. Seeing as you said 'ROADTRIP' I'd stick to Qld too as it's not quite as far to drive, you will probably save a day in either direction.

If you plan one for around New Years or two months either side in future though, Perth would be the way to go. Other than then, it's not really worth a trip like that.
