I dont know about Argentina but if you come to Uruguay I can help you out ...Great kitesurfing near Punta del Este.
try looking up 'cuesta del viento' - a well known windsurfing destination but supposed to be amazing for kiting. BsAs also supposed to be quite good for kiting - got some contacts there so give me a PM if you're headed that way.
Once upon a time I knew a kite instructor from BA, and it is meant to be pretty good as far as big cities go.
