Just returned from a 5 day stay at a great wave and flatwater spot,at northern most tip Luzon Philipinnes, its actually a privately owned resort. So the owner won't mind the mention.
All you need when you arrive is your harness and toothbush, and you may have the session of your life
Rider; 85kg + 6' surfboard strapped, kites taken 9, 7, 5m.
Departed Manila airport 10.00am, was dropping into a smaller/ smallest wave but still overhead + with my 7m in hand, all before 2pm.
Used 9m once and had one "no mercy" day with the 5m, wind blows all day/night but the body only lasted 1.5hrs.
Wind is the NE Monsoon, Nov to April, which blows all over the Philipinnes but the air in this region feels more dense than southern spots.Windguru add minimum 5kts.
Direction is starboard tack and cross-shore, look for a 1030+ mb High ridging towards the China coast on ure pressure charts.
Wave is short period, produced in the same fetch, face is clean and hollow, maybe some refraction ground swell from North Pacific lows.
Reef is not nasty, but its there if you loose it on ure mega boost.
Tide is important for this spot mid to high, but there are other places if you get it
wrong. Nagabungan Bay tide station your best reference, midday-midarvo high, should give you 4-6hr session for 5 days.
No night-life, but theres always good global kiter dailogue.
Accommodation is fine and fair in this high risk/ reward region, 7-10 typhoons/ year can travel around this region in the SW Monsoon season, thats another story.
No affiliation to above, except to my lovely Filipino wife sharing my travels.
Cheers

Hi Munga, better halves got the old mobile phone camera o/s, my pic's won't do justice.
Search "facebook kingfisher resort", there's some pic's during my stay 6-12/1/12.
Not me riding but did catch a few.
Also keep an eye on some kite mags, Pro's had a recent photo session.
Forgot to mention destination towns, Laoag by plane, you can arrange to be p/u.
Those on a budget & have time, overnight bus to Pagudpud, which is closer.
Cheers
