Is this a good location to go to to learn?

The best location to learn is your local kiting spot where you will be kiting in the future at the start of kiting season. You will get to know local kiters, will book your lessons when the wind is blowing, and the lessons will be delivered using good equipment and instructors with good command of English (ask around to find a good one). Going overseas there is a risk that there will be little or no wind, equipment may be not the best, etc.

If you go to a nice place that offers many attractions and kitsurfing lessons are a bonus, then you can try overseas locations. At least you will have nice holidays in case the the kitesurfing bit does not deliver to your expectations (it may).

Been there, I wouldn't recommend it to learn kiting. At high tide there is little beach to launch from and low tide there is coral exposed.

The trade wind wasn't strong when I was there and I have heard this from a few people. It depends on time of year etc etc.

The guy who runs it polarises people.

I think learning at your local is a good idea, particularly if you don't have a sailing background. Learning somewhere with great learning conditions (not to deep, steady winds, warm water) can be a bonus.
