Are board leashes compulsory, or just recommended?
Retractable board leashes for sure...
Are board leashes compulsory, or just recommended?
leashes are optional, however both go-joes and go-pros are mandatory, as are gps tracking devices.
some additional rules:
1.1 at least 3 hours of go-pro footage must be uploaded, and no more than 2 tricks are permitted in each 3 hour block.
1.2 gps data is to be carefully analysed so that top, average, mean and median speeds are extracted, as well as distance covered. results must be painstakingly compared to every other competitor's results.
1.3 instant disqualification for any competitor who spends more time riding than looking at or discussing gps data and go-pro footage.

May we add bonus points to those that can also maintain a discursive discourse into kiting in general while watching others actually ride
And indeed several bonus points for taking a good hour to set up gear while this discourse goes on....
I would like to nominate pgc to be the official videographer and photographer for this event.
