How to Tune lines?

I am have been riding my Switchblade 3's for years now and the lines have been stretched to uneven lengths. I know (have read) all the lines are supposed to be the same length but before I get Neil to sew some new sleeves on, I need to be 100% sure what setting the depower strap is to be: powered(black) or depowered(red)?

"riding switchblade 3's for years..." I'd just buy a whole new cab line set off ebay for like $100. Either that or snap a line and loop out of control. not worth it man
