What is it that people don't understand about rules? Was checking out the StK cam to check out whether there were any kiters out and spotted this. Maybe 5 kiters on the water so its not like there was such limited space that people were forced to kite here...
How many times do people have to be told that you are not allowed to kite upwind of the pylon in the water and that the yacht club will call for bans if people continue to do this. Stop &^#$ing doing it! Its not that hard to understand! Here is the guilty party - caught on camera at 5:21pm

I think the problem is twofold:
1) there are a fair few posers who want to show their "skillz" to the gawkers on the pier
2) not everybody knows that it's not allowed. Personally speaking, I have kited in there before until somebody told me the rule, i had no idea it wasn't allowed. Now i will tell people not to do it if i see someone in there.
the answer to your question is yes, some people appear to want kiting banned there. some of the stupid crap i've seen at St Kilda recently makes me wonder why we're even allowed there any more. It's only 5% of the kiters that ruin it for the rest of us though, the vast majority are very considerate.
