Looks as though the TMV boards were outside with some of the measurements so the people who were on them had to get replacement boards from day 3 on, if they didn't then it seems they kept racing but were scored DSQ.
Marvin might know more?
This might help explain a little, but maybe Marv may have a better explanation of what happened:
Taken from link off Kiteforum (via google translate), very little other info available.

"It was not yet never happened before in a race at such a high international value. Measurers (those that measure all the equipment) have submitted to the jury a formal protest to the measures of some plates and the disqualification was immediate and unrelenting and hit 15 competitors, in addition to the aforementioned Giovanelli, Beverley and Kalinina. "These athletes - says Claudio Alessandrello, International race officer (judge of international regatta) 'have used the tables that were not regular because they were not standard measures planned by the class to participate in the races, in technical terms we would say' outside tonnage ' .
Marv certainly will be able to comment, he was one of the 15 or so that we're caught up in the mess.
From board number 31 up this year it seam tmv made some small changes to the nose area, but as we know along with fitting inside the box rule the rules state that all boards produced from the design submitted to IKA are only allowed to have a 5% variation!
Oops.
So the tmv guys have said to all affected owners to keep your old board for practice and we will give you another one free that is the correct shape.
As a side note : any new designs companies come up with must be submitted by about April next year, but can't be used till about September 2014 I think!
credit to jimmy on replacing the boards affected . I would say there are probably 5 or so and marv's in australia that are affected. mine is one
email from jimmy explaining the issue

That's an awesome response from Jimmy, TMV owners affected should be pretty happy about that
.
Good to hear there are kiteboard companies out there who admit to and fix their f-ups.... Not only do tmv sell some super competitive gear , looks like they have the after sales support to back it up.

And a statement issued by the IKA today:Statement on Equipment inspections at the 2013 kiteracing european championships:
After equipment inspection on the evening of the first day of the 2013 Kiteracing European Championships in Gizzeria, Italy, the Race Committee filed a protest against three sailors using 2013 Temavento Racing Boards. The protest was heard on day 2 by an ISAF International Jury.
Based on the report of the event measurer, the protest was filed because the equipment was found not to be in compliance with the data provided by the manufacturer, and furthermore because the railshape of the front part of the inspected boards showed variation outside of reasonable production and measurement tolerances.
The building specifications of the brands itself are subject to a confidentially agreement in the builders contract. Only the class measurers have access to such data and use such data for measurement at events.
The international jury thereafter requested the race committee to measure all Temavento Racing boards present at the championship. A total of 19 boards were found to be not in compliance with the class rules.
The IKA class rules require all equipment used in course racing events to be "series production". According to the builders contract, any builder "agrees to ensure a consistent product strictly in accordance with the Manufacturing Specification and with the highest possible degree of uniformity in every respect".
The International Jury's decision was to disqualify all sailors using boards found not to be in compliance with the class rules from the races of day 1 and 2. The equipment involved is not allowed to be used in competition anymore.
In the meatime, Temavento has published statements on their facebook page as follows:
Temavento Race Engineering: "I wanted to point that no one of our riders and customer were aware about the wrong measurement of bow of the board. No one of them can be involved in a wrong production after # 31. Our factory and myself are the only one to blame. I am deeply sorry for them all."
Temavento Race Engineering: "Starting from Monday july 29 in the shortest possible production time, TemaVento will replace all boards with serial number higher then #31 being found defective in measurements of the bow. All replaced boards will be inspected by an official FIV measurer prior to ship them. Temavento will contact the customers involved in the warranty procedure within August 4. Please contact us at warranty@temavento.it"
However, if during further investigation, the Class, Race Committee and/or jury finds proof that a sailor has knowingly used a class illegal board, further action may be taken, including the possibility of a hearing under rule 69 which may result in suspension of the sailor from future competition.
Also, further action may be taken against the manufacturer after full investigation of the incident. Investigation will commence in the course of this week.
Okay, won't change stance, still awesome response from Jimmy and the IKA & ISAF jury.
It would appear that none of the racer's were aware of the measurement infringement to builders spec, as they were confidential (between builder and IKA). However, should anyone wish to use the "protested" equipment post this decision, in an ISAF event they would be blown out if they knew of the fault
This suggests that now it becomes the responsibility of the possible "new" owner of the used boards (with IKA plate) to be aware they are "non-compliant" therefore risk a serious Section 69 breach and further DSQ from ISAF competition
Please don't misinterpret my comments above; the point is you pay $3K for a New IKA plated race board, with an "IKA plate of compliance". Therefore prospective secondhand sellers of "defective" equipment should be advised to have the official compliance plate of the IKA removed either at the "Sellers, IKA's and/or manufacturers" expense, prior to disposal.
Again, I will stress, I believe both the manufacturer (Jimmy & Co.) and IKA have demonstrated professionalism in their conduct and actions to continue the fair and controlled development of the sport.
The above is stated as a point of opinion only, I disclaim any affiliation with the manufacturer or the IKA, either regarding or associated to the regarding of the ruling.
Biggest loser was Kalinina, who lost a very good chance of winning the European Championship at only 15 years of age. When she changed to the 'legal' TMV, she won the next 6 races, so the shape was fine before the change, which makes it a bit more of a cock-up to change it and put the board outside the rules.
Good on TMV for acting as quickly as they can to provide replacement boards and the 'spare' non-compliant boards are probably ideal for training to save the other board from damage.
