With the cap on racing at 25knots average, what is the smallest kite everyone races on?

10-11m.

just rock some smaller fins

With the box rule and new formula kite rules, are you allowed two sets of fins for a regatta?

At the moment you are allowed to use any number of fins however in 2014 it will be only 1 set of fins allowed.

At 65kgs im planning on having a 17 13 9 quiver :)

thats what i am using. However at the PKRa in Germany they made an exemption rule because it was over 25knts and they allowed people to put a safety kite in as most registered 17,15,11m kites.
