Quite likely to reduce the thickness of the board. When using a Tuttle box, the board will have to be roughly 7cm thick which is a lot...
Most foilers like to have a thinner board but like the convenience of the Tuttle (2 screws as opposed to 4 with the plate system). This look like a good compromise.
Personally I think the plate is a better option. Especially with a rail system on the board.
