Why would this be a great step? Inevitably it would be looked at 3 years later as a complete waste of money and the program would not receive funding and be mothballed.

there is big potential for NRA on Mars and Moon.
1.The bullet should fly 3 x farther or more on Mars than here on Earth and 6 x on Moon - taking gravity alone.
2.You could do much more damage with single bullet functioning airtight compartments or suits.That problem could be only lack of any amendments bonding on the Moon and Mars, that you could invoke.
