I think the answer is more complex.
Firstly a lot of it isn't CCA anymore.
Then, was it ever that bad? If simply contact was bad, why have tradies handled it all day then eaten their lunch and not die? For decades now.....
I googled it a while back as my dog was chewing some and seems its nowhere near as bad as you'd think. There is plenty of real world experience of pets chewing a sh!t ton of it with no issues.
The statement above from the EPA is purely a legal one to make sure the lowest common denominator idiots don't physically eat the timber.
