FWIW I live in Kew, where the median income is 50% higher than that of Melbourne and across from a school that costs 20k/year, so my immediate thoughts were about why people with money be such kents. But it's probably unrelated, I've got a chip on my shoulder it seems.

I live near a school where the parents seem to want to park while waiting for jim-bob or bessy-sue, and I am not surprised. They are not the most observant sometimes and the only positive is that they are safer than if they stopped in a no stopping zone outside the school like a lot of the other ones that can't be bothered to park and walk.
As for richer people being less likely to stop, I think that's a pretty common thing. Some people are wealthy and considerate, and others are wealthy by holding onto every cent they have got. Your flatmate's car met the last kind.

Same thing happened to me. I offered to pay for it to be fixed but he insisted on going through insurance company. OK I have 3rd party property so claimed but they said no as I had a two year previous DUI.
Only damage to my car was cracked tail light lens. His damage was a scratch on bumper, and very slightly bent front quarter panel.
Bill came to $1,300 for NEW bumper, quarter panel, painting and would you believe it, wheel alignment.
Protested it, went to ombudsman but still had to pay.
QBE sucks. Now with APIA who don't care about driving record.
When it happened I got the bloke from over the road where he was visiting and showed him. He thanked me and said he would not have noticed it.
If I ever have similar, I am driving off.
As far as I know nobody can make you go through your insurance company. It is your choice to use your policy or not.
The 'victim' can elect to use their insurance company, who will then recoup the costs from the 'offender'.
Driving off is a snake thing to do, end of story. A panel and paint is expensive. Some people look after their cars and enjoy keeping them in good condition. If I had a new car and someone damaged it I'd want it to be repaired properly regardless of the cost to them. And it is a large inconvience getting a car repaired just because someone can't park properly.
A simpler thing to avoid the situation is be more careful when parking.
I've hit a car parking before, left the note and luckily the dude wasn't fussed.

I bumped into a work colleague's car about 20 years ago, although he was only driving a ****box something or other I fessed up and agreed to make good the minor damage to the 1/4 panel. A week later he was finishing work and heading off to a rave but he had no cash to buy his acid. He asked for twenty bucks and agreed to call it even on the damage. Seemed like a win-win at the time, I got out of spending hundreds and he got his acid ![]()

Or do you think I should blame some random rich person and distract her by making her empathise that we are both equal, innocent comrades struggling against this dirty world ? perhaps even a few tears might throw her off the scent ?

Maybe take a photo and leave a note that only admits to be the exact damage stating you have 'a photo of the scratch'.(take a photo of your note to.
I got an attempt by a major hire car company to pay for damage I did not do. (Apparently it's common in Perth and Darwin airports). I now take a vid on the iPhone every time I return a hire car. ![]()

That's crap, my partner just had something similar happen to her pristine swift sport.
She is a personal trainer at a gym that resides in a well to do college, and some **** has dropped off their kids in the car park and hit their door into hers.
Hard enough to take paint off and dent it! No note, no nothing pricks wouldve been driving a rangie aswell.

A friend has this problem at her daughters school (people parking in the 'stop, drop, go' zone).

My car got in at the mall, and somebody else saw it and left a note... took me 6 months to get it repaired, insurance didn't want to know without police verification of 3rd party.... police took their time to get it too.
Skid, one other thing that really pizzzzes me orf, is dropkick adults who think its fine to just cruise though a school car park at 20-30 kph, with no thought of those ankle biters that just wonder out between cars at any time![]()
Have of late needed to pick up grandson from high school, and was stunned to see the amount of kids who go "direct to phones" and wonder about aimlessly through a pick up drop off car park, and the number of adults just cruising through happy in the thought, my little Lucy/Johnny is safe in the vehicle, and no concern for other children![]()

Did up some notes and left it on a huge bunch of windscreens, so a slight improvement I noticed.
