Dunno about being reamed - but the description "dumb" springs to mind.
The only way you can "give" 3 points to someone, is to accept liability for their infringement.

Here in W.A. Mr Plod regards this sort of thing as fraud - and yes - they compare camera photos against driver license photos.
A couple of years ago, a bloke in a XE falcon ran into my olde jeep, didn't do much damage to the real steel relic - but almost tore his ford in two.
I reported the accident, and the police contacted me not long after - regarding the 82? year old lady who was supposedly driving the ford.
Turns out she was the ford owners mum, and was handing in her license anyway due to medical reasons - so was taking the rap for her son.
Both were convicted for fraud and fined
The son copped 6 months loss of license as well, on top of fines and points for careless driving and failing to report the accident.
