The car is a land based chemtrails dispersant. if you look closely you can see the driver is distracted by pulling the "Chemtrails" lever.

I'm really surprised you didn't spot this. All you have to to is to download the video, apply Chem enhancer filter (hidden option), rotate by 37.5 degrees (anticlockwise) and play frame by frame backwards. the lever is clearly visible in frame 25673, 27896 and again 31591.
