General Boat Access during Perth 2011

The Perth 2011 ISAF Sailing World Championships will be staged in waters off Fremantle 3 – 18 December, 2011. The ISAF Sailing World Championships is a prestigious international sporting event and the largest international sailing regatta of 2011.

General Notes.

This major international sporting event will involve 1200 athletes, 850 competing boats and more than 400 official and teams boats.  Inevitably, there will be some disruption to local private and commercial boating activities.

The cooperation and support of local boat owners and operators will help to make the Perth 2011 ISAF Sailing World Championships an event that again confirms Perth and Western Australia as a major international sailing venue, that like the Americas Cup Defence in 1987 – the State can be proud to have hosted for years to come.

During the period of the World Championships, from Saturday 3 December through to Sunday 18 December from 0800 until sunset, boating exclusion zones will be in operation in Fremantle Harbour, the Fremantle Fishing Boat, Challenger and Success Harbours and in the sailing course areas offshore to the north and south of the Fremantle Harbour entrance.

Offshore Closed Waters – Northern Exclusion Zone

There is one racing course (Leighton) located north of Fremantle Harbour with an exclusion zone  extending  approximately 1.5 nm westward from North Mole and 2.3 nm to the north of Leighton Beach to the line west of Vlamingh’s landing.

Offshore Closed Waters – Southern Exclusion Zone

Four offshore racing courses - Parmelia, Centre, Success and Owen - are located south of Fremantle Harbour in an area extending south to Woodman Point and to the Cockburn Sound channel to the west.  There is also a designated training area off South Beach.

The closed waters exclusion zone extends westward from South Mole approximately  2.3 nm to the first Cockburn Sound Channel marker “A”, then south 4.5 nm along a bearing of 169 degrees  to the last channel marker “M” directly west of Woodman Point.

Access to and from Fremantle Fishing Boat, Challenger and FSC harbours will be via a temporary channel set up specifically for this event, south of Parmelia and Centre courses. This temporary channel will be marked by black and yellow buoys. Perth 2011 marshal boats and Department of Transport, Marine Safety patrol boats will be on station to assist private and commercial vessels using the access channel. Communications will be over VHF channel 10 and  27Mhz channel 72.

Access into and around the Fremantle Fishing Boat, Challenger and FSC harbours will be restricted around sailing activities and boating operators are asked to abide by instructions from Perth 2011 marshal boats or Department of Transport vessels in the vicinity of the harbours.

Access in and out of Fremantle Harbour

Private and commercial vessels using Fremantle Harbour will use a marked channel (black and yellow buoys) extending from the Fremantle Harbour entrance westward to the most northerly Cockburn Sound Channel marker “A” between the North and South offshore exclusion zones.

The entry bearing line is 83 degrees.

Fremantle Inner Harbour

Commercial and pleasure boats will need to follow specific access lanes when proceeding through Fremantle Inner Harbour during the period the racing is underway.

Private and commercial vessels will not be allowed to enter the course area for the Women’s Match Racing, which will be defined by black and yellow marker buoys.

Passage through the harbour will be limited to a bi-directional access lane to one side of the course area alongside the harbour wharves.  Clearly marked Perth 2011 marshal boats will direct traffic through the transit lane.
