Ports and Waterways Minister Paul Mcleay has called on boaters to show extra care and patience and observe special exclusion zones as they prepare to take to Sydney Harbour to celebrate New Year's Eve.
Mr McLeay said more than 3000 boats are expected on the harbour to see in the New Year and watch the City of Sydney's spectacular fireworks at 9pm and midnight.
"With so many boats on the harbour it is essential skippers keep a close eye out for each other, heed basic safety rules including lifejacket requirements and go easy on the alcohol," Mr Mcleay said.
A special exclusion zone marked by yellow buoys from Cockatoo Island in the west to Clark Island in the east will be in place from 8pm on New Year's Eve to 45 minutes after midnight on New Year's Day.
'No unauthorised vessels will be allowed in the area during that time and access under the Sydney Harbour Bridge will also be prohibited," Mr Mcleay said.
'A maximum 6-knot no-wash speed limit will be in force between Cockatoo Island and Steele Point from 3pm on New Year's Eve to 2am on New Year's Day.
'NSW Maritime, the Water Police and volunteer marine rescue vessels will patrol the harbour during the night, checking navigation lights and carrying out random breath testing.
'So the message is stay under the 0.05 blood alcohol limit and make sure all of your boat's safety gear is on board, including lifejackets for everyone." Mr McLeay advised boaters to move into position early, preferably well before sunset.
"Check that your boat's navigation lights are working and turned on, and don't set off flares for fun; it is dangerous and illegal."
"Anyone who maliciously sets off a flare can face an on the spot fine of $500 or a fine of up to $5500 through the courts for a serious offence."
Mr Mcleay also urged skippers to exercise care and patience when heading home.
"Don't rush and keep a proper lookout so that welcoming in the New Year is a safe and enjoyable night for everyone."
